Hartford County VINE Coverage
Connecticut VINE, also called VINELink and CT SAVIN, is the state’s free, secure, confidential custody-status and criminal-case notification channel. It can search participating Connecticut sources, display a custody result, and let a user register for status alerts. For Hartford County, that makes it useful when a specific person may be in Hartford Correctional Center or another participating Connecticut custody source and the goal is to learn about a later release, transfer, or other change.
Hartford County does not operate a sheriff jail feed. CT DOC runs Hartford Correctional Center as a high-security pretrial facility and also operates Connecticut prisons for sentenced people. VINE may carry the participating source’s custody information, but it is not the full CT DOC file. The CT DOC Inmate Information Search remains the main official status and location check for the state correction system. Read the two sources together when a match involves Hartford CC or a state prison.
Coverage must be read by agency. Connecticut VINE is not the Federal Bureau of Prisons locator. It is not PACER, and it is not a certified court record. Immigration custody uses DHS VINE, because CT DOC says people held for ICE are excluded from its public inmate database. The agency name shown with a result tells the user which system supplied the notice.

Search Hartford County VINELink
A one-person search should begin with enough identifying data to avoid a false match. Have the full name and an agency or ID number if known. Age, birth details, source agency, location, and custody description may help distinguish people with the same name when the current interface displays them. Do not register an alert until the agency and identifying fields fit the expected Hartford County case.
- Open the Connecticut VINELink search or enter through the state VINE landing page.
- Confirm that Connecticut is the selected state and choose the person or custody search offered by the current interface.
- Enter the person’s name or accepted ID. Use careful spelling, then broaden the name only if the expected record does not appear.

When there are several matches, return to CT DOC and search by inmate number. CT DOC accepts inmate number, last name, first name, and date of birth, and advises using only the number or the first few letters of the last name for better results. A court lookup can provide more case context, but it is not an alternate way to identify a VINE custody record.

Note: A name alone is not a safe match when agency, age, or identifying details point to a different person.
Hartford County VINE Results
VINELink shows status and notice information supplied by a participating agency. The precise labels can change with the interface and source. A released result may say the person is no longer in custody or that the custody status changed. It may not state whether the legal basis was bond, dismissal, time served, parole, sentence completion, or a handoff to another authority.

A released status is not the same as a release record. CT DOC’s official field inventory may include status, location, admission and sentence dates, minimum release date, maximum release date, estimated release date, detainer, photograph, and correctional history. Public Information or FOI can provide a stronger route when the exact release date, reason, movement history, or facility must be documented.
Register Hartford Release Alerts
Notification registration works best while the person is still in custody and the correct record is open. Connecticut materials identify phone, email, text, app, push, or other available contact methods, depending on the current VINE interface. Choose a route the registrant can keep private and check. A shared phone or email account can expose the alert to other people.
- Open the confirmed person record and choose the notification or registration control.
- Select the event types offered for that record, such as release, transfer, or another custody-status change.
- Choose the available delivery method. More than one method may be used when the interface permits it.
- Enter the phone number, email address, text number, or app details accurately.
- Create or complete any PIN and confirmation step shown. Keep that information with the registration, not on a public device.
- Review the confirmation and save the selected agency, record, and delivery method for later reference.
The Connecticut victim notification handout says app notifications are stored under the alerts icon. It also says an email notification is sent once from do-not-reply@globalnotifications.com. Check spam filters when an expected email does not arrive, but do not assume silence means custody did not change. A phone setting, a mistyped address, an agency update delay, or an incomplete confirmation can interrupt delivery.
If a PIN is requested during a phone call, follow the prompts tied to the saved registration. The PIN confirms access to that notice record. It should not be confused with a CT DOC inmate number, court docket number, or person ID. Those identify the case or person; the PIN belongs to the notification registration.
Hartford County CT SAVIN
CT SAVIN is Connecticut’s victim-notification layer for custody changes. The Connecticut VINE page lists 1-877-846-3428, and the Judicial Branch/Office of Victim Services handout gives the same CT SAVIN number. The handout also lists the confidential OVS notification line at 1-800-822-8428. Those phone services are part of the state notification network, not a Hartford County sheriff release roster.
The channel is useful when web access is limited or when the registrant needs help with notification. It does not convert VINE into a formal records office. A caller who needs the release reason, a movement history, or an official DOC document should use CT DOC Public Information or FOI. A person who needs court disposition context should use the Connecticut Judicial Branch.

This Hartford-specific channel matters because no county release feed exists. An alert may be the quickest notice that a known person’s status changed, while CT DOC and court records provide the proof chain after the event.

Hartford County VINE Limits
VINE depends on data from participating agencies. A status can lag a physical event, and an alert can arrive after the custody change. A record can also disappear or be unavailable because the person is in another system, the identity search is too narrow, a youthful-offender restriction applies, or the source does not participate in the expected way. None of those outcomes proves a release.
A person who leaves Hartford Correctional Center may have transferred within DOC, gone to the secure UConn Health ward, moved to court, entered federal custody, or been held under immigration authority. Check the CT DOC location and detainer fields. Then use the court disposition to learn whether bond, dismissal, sentence, probation, or another order affected custody. Formal proof comes from the agency record. CT DOC Public Information lists (860) 692-7780 and weekday hours of 8:00 a.m. to 4:30 p.m. The CT DOC FOI Office accepts requests through its online GovQA portal and at 24 Wolcott Hill Road, Wethersfield, CT 06109. Give the full name, birth date, DOC number, facility, date range, and exact release or movement fields sought.

Federal and ICE Notifications
Federal prison custody does not belong in Connecticut VINELink. The BOP inmate locator covers federal inmates, while BOP's records explanation limits the release history to federal releases after 1982. BOP warns that First Step Act recalculations can affect release dates, so a displayed date may change. The U.S. Marshals Service custody route applies to many federal defendants from arrest through acquittal or delivery to BOP, while the District of Connecticut PACER system supplies the federal case docket.
Immigration custody uses DHS VINE. CT DOC specifically says people held on behalf of ICE are not included in the Connecticut inmate database. If a Hartford County person leaves CT DOC custody on an immigration hold, the state release is a transfer point. It does not show that the person entered the community.

Use that federal channel only when immigration custody is relevant, and keep its alerts separate from a Connecticut DOC or BOP result.
